I believe you can find one in team aquas hideout
You can get it in Team Aqua's hideout on Lilycove City. I don't know in which floor it is exactly but I know it's there.
You obtain a masterball in the team aqua hideout near Lilycove City it's in a room with a desk and four items on the floor two of them are electrodes and one is a masterball I kinda forgot what the other one is
where do you get one besides the lottery in lilycove and aqua hideout? i used the one from the hideout on kyogre and theres no chance in hell i can get it from the lottery

Yes the base is gone. Maybe under water. Im at the part were I fight the rare water Pokemon and I want to catch him. Its raining terribly :(
U will get a master ball in aqua hide out in lily cove. There will be 4 ball together and 1 of them is a master ball.
