The best way is to use a super rod in metor falls. I found one at level 35! But of course, you can find them in lots of other areas too.
Fish anywhere in meteor falls with the super rod. It take a while to find one, so have patience!
Try fishing on Route 114 or in Meteor Falls. You should also consider Victory Road.
Well go to the City where the guy wants heart scales then go right then you should see different plots of water fish in those thats the only thing I find there.
