Koffing are kind of rare in Sapphire. They're found in Fiery Path.
In Fiery Path. You'll have a better chance looking on Ruby.
I don't think you can in this game, you will have to trade from another Pokemon game.
Koffings are very difficult to find, it is just a matter of luck whether you find one in the fiery path. If you are planning on using a koffing, I will say that they are not very good, as they are only one type (poison), but they are one of the best poison types.
Very Common in Fiery Path in Ruby, Very Rare in Fiery Path in Sapphire.
Just keep trying and you will find one in fiery path or if you just can't find one get a grimer they are common on fiery path
In sapphire it's only a 2% chance to find a koffing in the fiery path. Which sucks because thts the only place 2 find them. It took me 4 ever!
