You need to find the submarine stolen by the team aqua use dive in that cave.After fighting team aqua go to the sootpolis city in the cave of origin you should take the Pokemon that knows flash fight with kyogre come out 8th gym will be open.

Only if you have beaten Team Aqua after the Underwater Hideout, and seen Kygore escape. Then go to Sootpolis City. Go north east of the city and the guy should let you in. Go in and you will find Waterfall and at the very end you will find Kygore. Save before battle. You only get one chance to catch him and make sure you do. Then after catching Kygore. If you finish team aqua hideout and go near in lilicove and jut dive andi until you will see a cave in under waterthen go to the cave but you need a Pokemon that have a flash the just follow th stairs then you will see kayogre the catch him or kill you can catch him by using a ultra ball or a master ball
