Take the Claw Fossil to the scientist at the far right on the second floor of the Devon Corporation. Once he finishes reviving the fossil (you just have to leave the floor and return immediately and that will be fine) you will get Anorith. Be sure that you have an open space in your party and you're not training a Nincada.
Give the claw fossil to the guy who resseructs fossils in Rustboro City. Inside the devon building. The pokemon that the fossil turns into is Anorith.The Root Fossil turns into Lileep.
Bring it to the City where you got your first badge and go to the building where Devon's boss is and on the second floor there is a man in the bottom corner that will turn it into a Pokemon.
You take the Claw Fossil to Devon Corporation. A scientist will turn it into an Anorith.
