How do you get get the HM cut in Sapphire?

To get cut, you have to go to the cutter's house. It is in the same place as the first gym. It's near the front of the town.
You can get HM 01 which is CUT from a man in a house in in RUSTBORO CITY.

Go to the Pokemon center. West of the Pokemon center is a house with a door. Go inside the door and talk to the man. There will be a girl in there that says my dad helped the peopl cut down forest to build rustboro. Talk to the man and you should get it. If yo9u don't, your game is messed up.
To get HM01 CUT, You must travel back to Rustboro City. Go to the Pokemon center there. To the left of the Pokemon center is a heavy looking metal house. Go inside and talk to the man sitting at the table. He will tell you how you are good powerful trainer, etc. Then he will give you the HM.
