How am I supposed to get HM03 (surf) if Norman tells me to go to Dewford town which I can only use surf to get to.

To get the HM03 (surf), you need to pay a visit to Wally's parents next door to Norman's Gym after beating it.

Wally's Dad will give you the HM when you talk to him.

What you are expected to do by the game is talk to everyone and fight everything you can fight, (except wild Pokemon, that's your choice) usually it in the town before or that town, youd be surprised on how helpful battleing everything is! It levels your party up so fast, but about surf. You fight your dads gym, then when you beat him, you go to the house on the left of that gym, talk to Wallys dad he pretty much says "oh your ----, wally has gotten alot better since he went to his unkles house, and he also got happier because of you ----, here, have surf, I'm happy! He should be coming home soon!". And if you followed the storyline and talked to everybody, you would find out that he was looking for you and had something for you. But he isnt home if you talk to his mom she pretty much say "your --- thank you! For helping wally, he has a one track mind, don't tell his father but wally ran away without telling anyone. Ever since you helped him get is Pokemon he got happier and stronger! I hope hell be ok!. Then BAM!!! (little muisc when you get an hm) you obtained SURF. Hope I was helpful!!
