How can I get into fight the gym leader in sootopolis?

Once you have Seven Gym Badges and have battled Kyogre, you should be able to battle the Gym Leader of Sootopolis City.

If you mean how to get past the ice inside the gym, you will need to follow a pattern where you step onto every tile of ice to unlock staircases leading to each next arrangement of ice.

Here are the steps starting with the first one onto the ice:

(The first "up" gets you onto the first tile of ice)

Level 1: Up, Right, Up, Left, Left, Up, Right

Level 2: Up, Left, Left, Left, Up, Up, Right, Right, Down, Right, Right, Right, Down, Right, Up, Up, Left, Left, Left.

Level 3: Up, Right, Right, Up, Right, Right, Down, Right, Up, Up, Up, Left, Left, Down, Left, Up, Left, Down, Down, Left, Left, Down, Left, Up, Left Down, Left, Up, Left, Up, Up, Right, Down, Right, Up, Right, Down, Right, Up, Right.

After taking the last staircase, you will be face to face with Wallace, the Gym Leader.
