ANSWERS

 
You can gain access to a tower north east from Pacifidlog after beating the Elite Four. Be careful as he's level 70 and you need a Mach Bike. As for cloning rare candies, I don't know of any methods unless you use Action Replay, in which you can make a request in the Pokemon Action Replay Forum. Hope this helps.

I think you mean Sky Pillar which is north east of the town.

Since Glaceon already covered how to get Rayquaza, I'll tell you how to clone items. Im not sure if this method works with all items but it should work with 90% of them.

Go to the battle tower in the battle frontier and go to the pc and move one item from your bag and give it to any non-legendary pokemon. Quit the PC and save. You MUST save or it will not work. AFTER you have saved go and withdraw the item you deposited, then Go and talk to whoever does the link-multi battle, tell her challenge and select any two eligible Pokemon, SHE will tell you that you need to save the game and YOU SAY YES then the GAME will ask would you like to save the game, you must select no. Then turn off the game and turn it back on. You will have the item in your bag and the Pokemon you gave the item to in the computer will also be holding it.

Just keep using this method to get as many of the same item as you want.

That's only in Emerald. Sapphire doesn't have the Battle Frontier or even the same Battle Tower.
