It will be roaming around Hoenn after beating the Elite 4.

Finding Latias is relatively hard, while catching her is a pain... If you haven't spotted her yet, just keep walking between different routes until you see her. Once that's done, now you can track Latias using the Pokedex. I strongly recommend you EV train a Sableye that knows Mean Look for maximum speed. Since Latias' attacks have no effect against it, you can keep wasting as much time as possible before throwing a Timer Ball. Use Mean Look first because Latias will attempt to escape the first turn.
