how do u get the other starter pokemon on ruby and do u need a game shark

You may use a Gameshark to get the starters, but they will appear at levels 50 or 100 (your choice. Remember though, level 100's can't level up any higher, therefor they won't be able to evolve); or you could do it the old school way and trade.

You shouldn't need a game shark if you just trade them from the other game. I mean, that's the easiest way there is.
