First, you need to beat Clair, the Blackthorn City gym leader, but she won't give you the badge unless you find the Dragon Fang. Once she says that then it will be open.

P.s. You don't need a dragon pokemon.

Pfff there people talk crap. You can't fight the blackthorn city gym leader because she is in the cave we're trying to enter... Lol... And you don't have to go to the casino to get a dratini. You can find dratini in the water in the cave near blackthorn city. I caught dratini there, but when I go to the cave in blackthorn with my dratini the man sais the same... I have to be a dragon user. Wtf? Why can I not enter the cave with my dratini? I'm going to find out. Byee

you have to go to the radio tower and defeat team rocket save the director then fly back to blackthorn and you should be able to get into the gym
