Oh yeah! It's the guy in the house on the bridge below Lavendar.
Go to the Sports Fishing Area below Lavender Town in Kanto. The man in the house about halfway down the huge bridge shuld give you the Super Rod.
You get it from the Fishing Guru's younger brother he's in the house in route 12 in Kanto.
Super rod, thats the most advanced one right?the one that catches level 40's right? If so, then it is in the same house that it was in on Pokemon red,blue,and yellow. The house on the water route between the ghosts and koga. Sorry, I forgot the names of blue's cities I havent played that one in like two years.hope this helped
