You need to return the Machine Part to the Power Plant and then talk to the manager of the Lavender Radio Tower.
You need to get to Lavendar and the director in the radio Tower will give it to you.
you need to turn in the machine part and then after that go to the radio towe in lavender town and there u will find your prize the EXPN. card hope it works!
If you don't see the expn card, make sure that you have gone to the radio station in Goldenrod and answered the questions for the quiz the third lady at the counter is having. The answers are pokemap on pokegear =yes, nidorina= yes, poke craftsman= no,magikarp learning TM's= yes, marie being a talkshow host= no
The radio doesn't show up in your pack, the expn card I mean, you have to go to the pokegear after you hit start, then scroll right till you hit the radio
If anyone still needs this answer: after getting the expn card for your pokegear, scroll your radio to the right to get to the pokeflute chanel. Then talk to the snorelax, which will wake him up and make him attack you. (Level 50 btw)
