How do you get Ho-oh?

To get ho-oh in gold you need to get the rainbow wing from the director in the radio tower in goldenrod city and then go to the tin tower and ho-oh will be on the roof.
To get ho-oh in silver you need to defeat the pokemon league and be in kanto (I don't remember if you need to have all 16 badges or not) and go to pewter town and talk to everybody outside and then someone (I think its an old man) says that they found it years ago ang gives it to you, The Rainbow Wing, now you just need to go to tin tower.
1.
a. If you are using the Gold version, you must drive Team Rocket out of the Radio Tower in Goldenrod City after you drive them from the hideout in Mahogany Town with Lance and defeat Leader Pryce. As soon as you defeat the Rocket Executive on the fifth floor studio, the bona fide Radio Director will come up and reward you with the Rainbow Wing.
b. If you are using the Silver Version, wend your way to Pewter City. By the Pokémon Center, you will see an old man. If you talk to him, he will give you a Rainbow Wing.
2. Access the Tin Tower in Ecruteak City. On some floors you will see stepping platforms that steer you in some direction. You will be able to move from platform to plat form by jumping off a flap on one platform to an adjacent one. There are also red warp pads that take you from platform to platform on the last three levels. When you finally make it to the top, save your progress and attack Ho-oh. Ho-oh is at level 70 on Silver and 40 on Gold. It also has Sacred Ash, which completely revitalizes all of your Pokémon.
Ho-oh is in Tin Tower, but you need to have the Rainbow Wing, which can be acquired by beating the Director in the Goldenrod Radio Tower when Team Rocket takes over.
