I always get mixed up with Starmie and Staryu. Anyway I know for sure you get one of them by fishing in Kanto at night time.

You can get a Staryu on silver version in Union Caveand route thirty four and places like that, but you can only catch a Staryu at night.

YOu can get staryu by fishing with a super rod in the middle of the cerulean city gym

You can get staryu anywhere there is water. Use a super rod only.

Go to the day care in jotho go to the pond at night use your super rod after a while you will find one.

Don't need a super rod, I just caught one in Mistys gym with a good rod.
