You can buy one in Celadon City Dept Store but to get there you need to get into the Kanto region.
Show Bill's grandpa a Pichu in Cerulean Cape.
You get the thunder stone from Bill's Grandpa after you show him Pichu.
If you have your pilot license you should be able to enter all the airplanes in the game.
(atleast I can)
You can either:
1. Show Bill's Grampa a Pichu.
2. Buy one at the Celadon Dept. Store
3. Get Lass Dana's phone number. She's on Route 38. If she calls you, sometimes she will say she got something. Go to her if she said that, and she will give you a Thunderstone.
Don't trust them they are NOT at the celandon city dept. store. But you can get one from bill's grandpa.

There are no stones in the department store, go to Bill's house in Celadon.
Dana lass on route 38 will eventually give a thunderstone through phone call
So beat her then talk to her to get her number
