How can I get to Mt. Silver in Gold. I have all 16 badges.

Talk to Professor Oak and he will arrange for Route 28 to be accessible.
Mount Silver is at the end of the route.
The same way you get to Mt. Silver in Silver. Go to Oak, he'll set everything up for you.
Then just beat Red and get all 251 pokemon and you have beaten the game.
You can get to Mt. Silver by going west from Viridian City. As you may notice, that guy will be gone who was blocking that path before. Go through that door and you'll see some grass.
Keep going through it and you'll see a Pokemon Center. Past that there will be a cave which is Mt. Silver.(You'll need flash to light it up.)
