You can find Dratini's in the Dragons Den in Blackthorn city, jus surf around n the water, although they can be quite rare. If your lucky you may find a Dragonair or 2 but they're really rare. Hoped I helped!
You can get drantini in dragon's den in Blackthorn.(you need the badge 8 badge first).There's always horse to kingdrabut you need to trade seadra with a dragon scale and trade.
The other people are right but that is not the only way. Another way is to get 2100 coins in your coincase go to the counter, where they sell Pokemon at the GoldenRod city gamecorner and buy a Dratini. You only need a Dragon Pokemon to get in the gym. Dont worrie about dragon types because most of them don't have any.Sorry for spelling.Then you can figure out the rest of your game your self. Hope Ive helped.

You can find a wild Dragonair or Dratini in the small pond near a tree with Mystery Berries in it on your way south from the town with the 8th Gym in it.
You could get a dratini inthe goldenrod city casino for 2100 gold coin (about 42000 dollars)
