You have to do something for this girl that calls herself copycat. I forgot excatly how to get her to talk to you but thats the way you get the pass.
Im not sure exactly but just keep doing the Gyms, and stuff, and eventually, something you do should do it for you.
You give a pokedoll to copycat. She is in the house next to Silph Co. And you can get a pokedoll from the Celadon Department store.
You go to the power plant talk to the boss then leave go to Curealun (sorry about the spelling) go into the gym then go to the bridge (upwards) fight the rocket go back to the gym get genarator part give it to the power plant boss then go to Saffron and do the task for copycat.
First you must repair the Power plant. Then you must talk to Copycat. Then you must go to Vermilion city's fanclub and recover the lost item (Clefairy doll) from the fat guy. Then you must give it back to Copycat and she'll give you the Pass for the magnet train.
