Everybody says that when you go into the Kanto Radio Station that the director will give the upgrade. But when I go there the director says that I need a expn card. Where do I get it. I need the poke flute to move snorlax. And hotw do I fix the Magnet Train?

You can get UP-Grade at the Sliph Co. And the EXPN card is use to play the pokeflute you must fix the power plant before you go to lavender town to get the EXPN card and you can ride the magnet train if you hav a Magnet Traain pass. You can get it from the girl in Saffron city...

I have the same problem of the expn card(1) but when I get it it wont play the pokeflute on the radio what(2) I can't get the gym leader Master King to go back to Saffron City(3)

Fix the power plant by finding the missing piece in ceruleans gym, in the water, then talk to the old guy in the suit in the radio tower he gives you the expn card the turn the frequency to 15 by snorlax to wake him up. hope this helps
