You find Chansey on Routes 13-15 in Kanto. She is very rare.

Easy. The Route from Fuschia town to Lavender, or if you wish so, Vermilion. Go all the way to the right. Go up. You will see an enclosed box of Pokegrass. Then go and try to find it there. Its really rare.
