At any point in the game, is a wild Celebi obtainable? I know that there's a way to get Mew in PokÃ©mon Red & Blue without a RAM modification device, and I figured that there would probably be a way to get a Celebi in the same manner. Is there?

You should of just checked out some of the other answers to that question below.

But here is the answer - yet again!!!!!!!!!!!!

get all 250 pokemon (including mew and all the unown forms) then go to Ilex Forest Shrine and thats as much as I know.

I only need:

Crobat
Delibird (I NEED IT TRADED AND NOBODY I KNOW HAS ONE!!!!!!!)
Raikou
Entei
Tyranitar

No there is no way to get Celebi like you could Mew in R/B/Y. You must have a Gameshark in order to acheive Celebi.

No I dont belive a wild Celebi can be caught in the wild.

It can only be caught by going to a pokemon organization or getting a gameshark and having fun(which is what I do) but how do You catch mew?

Not in Gold or Silver, except with cheat modules. Celebi appeared in the Japanese-language PokÃ©mon Crystal, but in worldwide distribution this feature was removed so that Celebi could be programmed at Nintendo tours.

There do, however, exist Gameshark codes for PokÃ©mon Crystal (not compatible with Gold or Silver) that are relevant to this matter:

914089da: Kurt at Azalea Town accepts a GS Ball when you talk to him.

He will hand it over next day. Once in possession of the GS Ball after this, go to the Ilex Forest Shrine and respond 'yes' to the prompt to insert the GS Ball. A few seconds later Celebi should arrive.

917089da: Kurt at Azalea Town will appear outside his workshop to turn in the GS Ball even if he did not receive it from you.

I dont think you can get it without a gameshark.

I got a Celebi off someone who went to America and
got one but I had to give it back.

You're best to use a gameshark, although I have no idea how to get one.

For total master delibird is achievable in ice path on silver.
