I could tell you how to get with out a game shark but you red blue or yellow to do this cheat/glicth. Don't worry it's a safe glicth and buy the japanese version or get crystal to get celabi. Sorry if my info is incorrect.

You can get them at Nintendo's special arrangement but there are not many of them nowadays...

Or you can use a cheat device like Gameshark

Otherwise they don't appear.

I just effing caught celebi without a cheat. Just stay in that long entrance way right before you see red but you gotta be careful itll use perish song which will kill both of you in 3 turns and on my first turn I used a great ball and it worked!!!! Unbelievable I know but holy crap it's awesome!!! And it works I swear it does
