Im not sure if it's possible but can you can get a Mew or Celebi on

No in pokemon gold or silver you cannot get Mew Or Celebi.

Yes, use your pokedex to find the Dogs.

Man, listen up, because I'm tired of seeing this question over & over...

Listen, face the facts, Celebi and Mew cannot be found in Gold or Silver in the wild without a GameShark or a tour from Nintendo, unless your game is really screwed-up ( that's what happened to my friend; his game was screwed-up and his Suicune kept turning into Celebi.)

Now then, there IS a cheat in Blue and Red Versions where you can get a Mew; the buttons on you game will screw-up awhile while playing, so if you find that cheat, use it and trade Mew to your Gold or Silver Version.

To get Celebi, you need a Japanese Crystal Version and a Mobile Adapter with it, not that I expect you will have one, but it's helpful to know.

I know MANY other ways to get Celebi and Mew without a tour from Nintendo or GameShark, but a lot of those cheats are either too complicated or they just plain need a Japanese game for it.

In case you have a Japanese Blue or Red Version, to get Mew, go to the Game Designer's building, which I think is in Celadon City, though I'm not sure.

Talk to everyone in there and I think one of them will give you Mew.

There is no simple way to get Mew and Celebi, which are incredibly difficult to get normally without a GameShark.

Looking at Lazzy's submission about the Legendary Dogs, there is, in fact, an easier way to get them.

Bring a Pokemon with Sweet Scent, go to Blackthorn City, use a Super Repel, then use Sweet Scent. Eventually, they will come around.

Since this wasn't answered, you can find the legendary dogs easier if you use repels with a level 40 Pokemon first in your party which knows a sleeping move.
