You can get an Eevee by going to Bill's house in Goldenrod. ( It will be at lvl. 20)
You can also get an Eevee by going to the game corner in Celadon and buying it for 6666 coins.
You get Umbreon by befriending Eevee at night.

You can get one by going into Bill's house in Goldenrod City.

You can find Evee at Bill's by talking to him.Then play many hours with Evee and in a night she should evolve into Umbreon.

Evee is in Safron city no I think it's in Celadon city but just check the 2 citys and to get unbreon you have to train it in the dark.
