Ok, how in Bob the Frog's name do I get the key? Where are the rocket people in Goldenrod's Radio Tower? I'm so confused.

Once you beat Cianwood city's(the town on the bottom-left part of the map) gym leader, Prof. Elm will call and tell you the radio tower is under attack.

Don't worry it won't take long(if you have a Pokemon that can fly) if you talk to the woman outside because she will give you the HM fly.

Next, fly over there, head inside and you will learn the DIRECTOR is in trouble! Whoop team rocket's @$$ and save the DIRECTOR!!

Ummm, what key? Here are a listing of all the keys:
Underground Key: Get from Rocket Executive in Radio Tower 5F
Card Key: Radio Tower Director in Underground Path

And the Rockets? They are all over the Radio Tower after you beat Pryce( the Mahogany gym leader).

You need to save the director, ifn ot you need to beat all the team rocket guys in the tower and one man will give you it for saving him.
