It's a glitch item you get through Gameshark. Don't do anything with it.

OH! I know what it is!

It is an item that prevents you from trading Pokemon as long as it remains in your inventory. I have tried to translate what it means in the english language, but apparently it can't be translated. The only way to rid it from your inventory is either by saving on a Mega Memory Card for GameBoy or by restarting your game. Incidentally, Teru-Sama often comes in infinite amoutns and sell for a very large amoutn of money.

I forgot to add, if you try to use it, your game may restart, and the colors might be messed up when you do.

It is a glitch item. Give it To Kurt in Azalea Town and it will transform into GS ball to get Celebi
