I have a silver wing but I don't know where to catch luigia

ANSWERS

Lugia is deep inside the whirl islands. To get to Lugia you need a Pokemon with whirlpool and waterfall. First go to the top right island of the whirl pool islands.

Go inside and then search around for ladders. I think you have the right island when you have to jump over a ladge when you get inside. Keep searching around till you find and waterfall.

Go down that and then go into the door at the top of the water you have just fallen in. Inside there will be Lugia and will be surfing around. hope this helps :D

Go to whirl islands (south of olivine) go in the north west entrance and follow the ladders until you get to the door right next to the waterfall go in that door and Lugia will be in there.

Go to Olivine City then surf south to some islands. You need HM whirpool to get near the islands. Use it then go into one of the 4 islands and find your way to lugia.
