I don't think that it is, you just defeat them. They do say that you would be good joining team rocket but you don't join them.

You can't team rocket your friend must have no proper experience on that game because everybody knows that it's impossible to join team rocket.Hope this helped.

Actually there is an action replay code that lets you become a member of team rocket and they give you tasks to coplete and in return they give you dark Pokemon but it screws your game up so don't try it
