Beat Chuck in Cianwood and talk to his wife outside the gym.

To get fly, you just defeat Chuck then go outside the gym and talk to the lady outside. She should give you fly, but I think you need to defeat Jasmine in order to use it outside of battle.

You get fly after you beat the fifth gym leader and talk to his wife

Beat Cianwoods Gym and talk to the wife and you get it.

To get fly go to the gym leaders wife on cynawood then battle the gym leader and talk to the wife again (note the wife is near the gym leader house) P.S. The gym leader's name is wayne or something like that

Go to Cianwood City gym and beat Chuck, who uses fighting type pokemon. Once you have beaten him go outside his gym and talk to his wife. She should give you the HM Fly.
