I know for sure that you can get the tm for Thunder,Blizzard, and fire blast in the goldenrod city game corner for 5500 coins. If I might suggest somthing what I do is fight the elite four with one of my high level pokemons while holding an amulet coin and just buy enough coins for it. I forgot where to get earthquake. I I don't know when dragonair/dragonite learns what moves sry.

The Thunder TM can be gotten at the game corner in Goldenrod and the Earthquake one is in Victory Road.

Okay, Dragonite. It learns Wing Attack at level 55, Outrage at level 61, and Hyper Beam at level 75.

I don't think you can find thunder but you find earthquake in the victory road place near the end of the cave.

You can find these tm at the goldenrod game corner where the women sells the tms.
I don't know when the dragon Pokemon learn the moves. Sorry
