I can't find staryu anywhere and also I am kind of stuck cause I have 15 badges and i cant get anymore and prof. Oak says that when I have all the kanto badges he will give me somthing but I got them all!

Firstly, I suggest fishing in Union Cave for Staryu.

Secondly, there are sixteen badges in the game, not fifteen.

You have to go to the Viridian Gym and fight Blue.

To get a staryu, go around the whirl islands at night and you should find them there.

You need 16 badges not 15 and when you do get that last badge you get to go to Mt. Silver.

When you went past that security guy that lets you to the league the big guy blocking the path on the left goes, that leads to Mt. Silver.

To get a Staryu you need a super rod.

Go to Olivine city at night time and then go to the beach where the rocks are then fish and you'll find a level 40 Staryu.

P.S. I'm not sure if its only at night.

Staryu, can be found in Olivine and other places by fishing with a Super Rod at night.

First you get Staryu in Cherrygrove.

Go down, and go to the water, then use a super rod.

Second of all there are 16 badges.

You're probably missing blue's (Gary) badge.

You can find him by fishing with a Super Rod.Try all the seaside areas.
