how to get to top of the fourth gym??

My gold bugs! I have surf and all the three needed gym medals but when I go to the fourth gym and when I try to surf it says ''sorry, a new badge is needed!! Please help me

If I remember right, you need the fifth badge to use surf. It's either fourth for fifth. If one of the gym leaders you beat say you can use surf, then there is a bug in your game, or it's glitch.

If you are in ecruteak city, goy to it's gym and beat gym leader morty and his trainers, the all use ghost Pokemon, in order to beat the have a strong Psychic, or ghost Pokemon, and after beating them you will be able to surf outside of battles

You can't surf. After you battle the first guy walk right until you are in front of the next guy walk forward she will want to battle then walk left until you are in front of the third guy walk forward he will battle finlly walk forward there you have it
