If you are up to beating team rocket in the radio tower, you should have gotten the basement key. Go into the underground path and find the locked door on that side part. Through here will be some team rocket people and some burglars. Team rocket are gaurding switches. Once you beat them, turn on the switch on the far left, then the middle one, then the right one and you can go through. There will be some another room with more team rocket people and the director from the radio tower. He will give you the keycard.
