Where do I find Lugia at. I've got the silver wing. I can't find lugia. Plz help me.

ANSWERS

You have to have Whirlpool HM, and use Whirlpool on the whirlpools near Cianwood City and Lugia will be in the Whirl Islands.

Go to Olivine city and use surf head south but keep to the right and go the first island you see go in then go down and you'll find a cave with Lugia in.

In Cianwood Island... Use wirlpool

Ok, First you go to the north-east island which is the very first one you see on your way to cainwood and go to the ladder north-east of the room. In the next room go to the next ladder (there aren't any others) and the go down the waterfall. Go left after the waterfall and go into the cave. Once you are in then use surf, go forward and there he is.

P.s. I would use the dupelicating trick to duplicate masterballs so you can catch him and Ho-oh immediatly
