You can sneak from the hillside in the northwest, at the back of the location. There are lone, easy targets here so pick them off with your bow or silenced pistol. Just watch out for the sniper patrolling the rooftop. One of the cultists here has an attack dog but if you have Boomer with you, he will distract the dog by barking at it, without raising the aggression of the nearby cultists.
Use the wooded area in this position for good cover, just avoid staying in the same location for long. Remember that you can shoot arrow while inside or behind plant cover. Use this to easily pick off tagged enemies. If there’s an opportunity that they’re clumped together, don’t hesitate to use a proximity or remote explosive before they even realize where it came from.
