Talk Willis Huntley outside Howard Cabin. After introducing himself, hop to his truck’s passenger side as he drives you to the Lincoln Lookout. The lookout is filled with peggies so it’s up to you what approach you’ll do. Since they have two snipers in the upper ground, I suggest picking off the guards in the outer perimeter silently. Willis will most likely get spotted and attacked so while they’re distracted, attempt to ambush them with well-placed explosives or silent takedowns.

After clearing the tower, regroup with Willis inside the watchtower and wait for him to lure the VIP. Once the VIP’s helicopter arrives in the vicinity, you have to follow the chopper. There’s an ATV by the dirt road south of the lookout so use it to follow the chopper. You don’t need to fully catch up to it; you just need to maintain an acceptable distance from it.

Once the chopper lands at the Sawyer Residence, you’ll have to deal with the peggies outside first. There are explosive barrels around the chopper. You can shoot those or lob an explosive for maximum effect.

After getting rid of the enemies outside, head to the back of the house and find the hatch to the bunker. Head inside and loot the various items including a perk magazine and the VHS Willis needed. Leave the bunker then talk to Willis to complete the mission.
