To reach it, find the lift beside the stack of construction materials. Once there, use the cameras nearby to find the first switch console and unlock it. Exit the camera view and enter the gate. Now follow the white signal line and climb over the air conditioner unit to find the second switch there. Now backtrack then go around the catwalk to find the ladder leading to the tower console.

After reaching the area, enter the unsecured fenced perimeter across the street. This will allow you to reach the train tracks above and cross it to reach the ctOS perimeter. Once you're outside the gate, hack the camera and turn to the left to find another camera. Hack it and look to your lower left. The switch console is covered by wooden pallets and you have to blow it up by overloading the junction box nearby. After removing the obstacles, you're free to unlock the gate and easily hack the ctOS tower.
