The city offers a lot of places of interest. The city has a bazaar to the southwest where you can find various shops. You'll find the Mega Stone, Alakazite on the ground southwest of the Doll Shop (southwestern tent). Look for the sparkle to get it.

Pokemon Fan Club
In the northwest portion of the city, you'll find the building housing the regional branch of the Fan Club. There's a reporter here that will ask you about the first Pokemon in your party and you'll have the chance to see its coverage in BuzzNav.

If you have a Pokemon that has full happiness, the woman in red will give you a Soothe Bell. The woman in the lower right corner of the room can also trim a Furfrou for you for P500.

Name Rater
The Name Rater's house is located southwest of the Pokemon Contest Hall. You can only change the nickname of the Pokemon you've caught and bred in the game; if you transferred Pokemon through the Pokemon Bank from your other games, it will still be considered as a trade and the Name Rater won't be able to change it.

The ferry service is down at the moment so you can't do anything with the Harbor. The Contest Hall won't be of that much use to you until you get a Contest Pass so we'll just go back to that later.
To continue with the story, head to the shipyard in the middle-eastern portion of the map. Here, you'll meet the man named Dock. He'll notice the Devon Parts you have with you but you need to find Captain Stern to give him the parts. He should be located in the Oceanic Museum north of the shipyard. There's also a vending machine on the second floor where you can buy drinks that can be used to recover your Pokemon's HP during battle.

Head to the Oceanic Museum and pay the entrance fee. The place is overrun with Team Aqua members. Head to the second floor and talk to the old man in the southeast corner of the room. He will introduce himself as Stern. Shortly after, Team Aqua members will attack you. You have to defeat the two of them in two separate battles.

Team Aqua Grunt (Prize Money: P560)
Team Aqua Grunt (Prize Money: P560)
After defeating them, Team Aqua's boss, Archie, will make an appearance. Once he's done talking, go back to the first floor. The Team Aqua members won't be there anymore.

One of the NPCs there is a TV Reporter which you can tell him more about your personality. Your choices will help appear in BuzzNav. The Team Aqua Grunt you defeated earlier is also hanging out in the lower right corner fo the room. Talk to him to get TM46 Thief.

Pokemon Contest Scouting
Leave the museum and attempt to leave the city through the northern exit. This will trigger an event where the popular contest idol, Lisia will have a shoot in front of the Contest Hall. Head there and witness the event. During the event, you'll be scouted by Lisia herself to join the contest. She'll give you the Contest Pass and a PokeBlock Kit.

After the event, you can get inside the Contest Hall and talk to one of the receptionists. Lisia will approach you once again and lead you to the dressing room. She'll give you a Contest Costume that you can use in the contest.

Once the scene is done, leave the room and go upstairs above the reception area. Talk to the sailor to the left to get TM41 Torment.

Now try to participate in at least one contest to get the exclusive Cosplay Pikachu. You don't need to win the contest to get Cosplay Pikachu; you just need to participate in one. This Pikachu cannot breed or evolve but you can change its costume to gain access to the unique moves available only to that costume. Not only that, Cosplay Pikachu has high and balanced contest stats that makes it ideal to any contest.
