Shinya is a non-priority confidant that you can save ranking up later. His abilities are particularly gun-related (Iwai is more on upgrading your guns). Later on, Bullet Hail will eventually become his most useful ability, allowing you to dish damage enough to lower all enemies’ HP down to 50%-60% during a successful ambush.

Ability List

Rank 1: Down Shot

Use all rounds to down one enemy (gun resistance/immunity apply)

Rank 2: Bullet Hail

Enter a battle with guns drawn to the enemy group after a successful ambush. You can press X multiple times to allow your teammates to shoot continuously until their clips are spent. This attack doesn’t consume the normal ammo rounds in your character.

Rank 3: Warning Shot

Fire a warning shot during a Shadow Negotiation to scare the target shadow and make it easier to obtain a new persona.

Rank 5: Ammo Pouch

Increases your max ammo capacity.

Rank 6: Cheap Shot

Decreases the number of ammo required to perform a Down Shot

Rank 8: Electric Slug

Allows Bullet Hail to deal more damage

Rank 10: Oda Special

Joker’s gun attacks can now ignore resistances. Useful for downing treasure demons.

You can unlock his confidant when attempting to complete the Mementos request “Winners Don’t Use Cheats”. Before heading to Mementos, you should get the cheater’s name first. Ask the gamers in the Shibuya arcade to get the cheater’s name: Yoshinuki Nejima.

Head to Mementos and locate the target. Since the target is cheating, you’ll be forced to retreat back to reality. After school when Shinya’s available (he’s the Gamer King confidant card in Akihabara), you can go to the arcade to trigger a cutscene. It’s better to do this also when Futaba’s available.

Talk to Shinya afterwards and convince him to teach you how to get better with the Gun About game and defeat the cheater. As a deal, he’ll ask you to get some kind of autograph from the Phantom Thieves. After the conversation, talk to Futaba and she’ll agree in hacking the Gun About official site as proof of your connection with the Phantom Thieves. Return to Shinya and talk to him to unlock his confidant.

You’ll then receive a message from him the following evening confirming that he was able to hand over the calling card to his mother. This will automatically unlock the request “A Mother’s Aggression”. You have to complete this request before you can rank up his confidant further.
