On the bulletin board in the Tower you can flag this side-quest. For this you need to collect Electronic Parts and bring them back to Toygar.
Flagged from the Tower Bulletin Board, chances are you already have the parts collected and can turn this in straight away!
Talk to the bloke in the Tower and he will ask you to get him the parts. You may actually have already obtained those - if so you will complete the quest right then and there. If not keep scrounging outside until you do get them, then return them to him to complete this fetch quest.
