On the Bulletin Board in the Tower after you get through some of the story you will find this side-quest. The aim of it is for you to collect Bandages and Meds for Toygar - so it is a simple fetch and scrounge quest.

To complete this you need to obtain x3 Gauze, x3 Syringes, and x3 Painkillers. Note that you CAN turn in these incrementally as you obtain them if you like. Or all at once.

Toygar is standing next to the Bulletin Board - simply approach him and hand in the resources to complete the side-quest and collect your reward and points.
