Talk to Cog in Acadia after completing the quest Data Recovery. Cog will then lead you to Jule and you’ll receive Victoria’s Key from her. Talk to Cog once again then leave Acadia. Return to the same burning boat south of the Southwest Harbor then use the key to open Victoria’s Trunk there.
Return to Acadia then search the lab terminal. Select the Past Subjects > Reconstruction Surgery 009. From hereon, you have the option to either tell Jule about her past or tell Cog instead. If you tell Jules about her past directly, she’ll give you her key to her stash in the basement and she’ll leave Acadia. In the other hand, if you talked to Cog instead and hand over the note to him, you’ll get a Crippling Sledgehammer as a bonus reward and the quest will be complete.
