After arriving back in Florem just in time for the festival, you’ll find a pair outside the outside the magic shop. Talk to them and proceed with the festival. After the event and before embarking to your main mission objective, sleep at the inn to trigger another short scene.

Tip: Make sure your party is above LV30 and have your team equip Thunder Charm, Mage Shell and Rebuff Locket to resist Lightning attacks and charm affliction.

Leave the city and enter it again at night and head to the plaza. Talk to the red-head near the split to trigger a scene. Next, approach Dandy DeRosa and another woman near the stage for another set of scenes.

Leave the city again and return at night. Return to the plaza again to find DeRosa with another girl. Ringabel and Tiz will follow them again but they’ll lose him for the second time. Watch the following scenes.

Edea will start the battle charmed. You have to attack her, preferably with someone with low P.Atk rating to knock her back to her senses. DeRosa can restore 1BP using his Revenge ability when taking damage, and can use the extra Brave actions to heal himself for around 2000 HP using Cura then attack everybody using Thundara. If you see him store around 2BP, have everybody go on default to minimize the damage and store some BP yourself. It will help having a capability to resist this damage by equipping a Thunder Charm or the Abate Lightning ability (Summoner JLV2). His Captivating Cologne will charm Agnes or Edea so at least one of them wears a Rebuff Locket. The boss can also cause Dread to your party, which will prevent them from using Brave or Default actions.
With his constant healing, this is a battle of endurance. You have to keep damaging him at least every turn if possible. Use specials – like before the Black Mage’s Withering Ripple will prove useful in instilling an elemental weakness against this boss. Remember to use Brave actions in case you need consecutive healing. Use items whenever necessary.

After the battle, you’ll receive a Mirage Vest and the Red Mage asterisk. After the scene, a party chat will be available. (Ringabel’s Worry) Go downstairs but don’t leave yet. Go behind the lab machine in the middle to find a hidden Bomb Arm. Once done, leave the cellar laboratory.

I'm not sure if I messed up somewhere, but after Derosa left with that girl, I haven't seen him in anywhere in the Florem town. I talked to every flower girl in that town and no one knows where he is. And it's already well after the beauty pageant and I still can't find Derosa. Does this mean I missed my chance to get the Red Mage asterisk? My guys are all level 33 and I came back after a while and still can't find him. He must be too scared to fight me.

I forgot to beat the Time mage and Spell Fencer way early in the game. But I was able to go back and get those asterisks when my guys were level 30. Beat those bosses in 2 turns. At least its easy to level up your lower jobs by fighter harder monsters at a further point in the game.

Wait till its night time in the overworld then go back into the city then the plaza. He should be there.
