You need to have the Bloodmoon expansion to become a werewolf. If you do have it, then you need to be in Solstheim (You can get a boat there from Khuul). If you explore tombs, you should find some infested with werewolves. Or alternatively, you could just follow Bloodmoons main quest, and you will run into werewolves eventually.
