First you should be lvl 15 or up. Then go 2 khuul and go east along the coast until you get to a deidric shrine from there go south and look around 4 a bit until you find a dwenmer ruin. Go inside. You may want a backup save because the people in there are vampires. Fight your way through the top level to get to the bottom level. There you will find glass armor. But the person is strong and has a magic sword.

Go to ghost gate and kill the person with glass armour,every body else wil attack you. BBBBBBBEEEEEEEEEEE carefuLLLLLL!

Instead of going on a killing spree at Ghostgate, you could steal the armour from a smith in Ghostgate. He is located in the lower level of the tower of dusk and you can shut the door behind you so only the smith is in the room. The glass armour pieces can be found on the shelves and in crates. Also, if your sneaking and security skills are not high enough to steal the armour, you can taunt the smith until he attacks you, and then you can kill him. Then since the door is shut you can nick everything in the room without anyone knowing.

This smith has everything but the greaves in glass. You can get glass greaves from Fighter's guild in Ald-Ruhn: There is a locked door (lvl 80), and in the room behind it there is a chest with a few glass items (not the chest locked to level 100, that just contains some orcish armour. The chest with glass armour isn't locked).
