Question for The Elder Scrolls III: Morrowind

I went to ebonheart and killed the duke! Yeah, sure it was stupid but hey whatever!

Anyways I discovered that he carried a letter on him saying by order of the emperor I am to be given my own fort/city and a certain # of people under my command, also it said if any thing happens to the duke the letter will become void.

DOES ANY0NE KNOW HOW I CAN ACHEIVE THIS AND TAKE COMMAND OF MY OWN CITY/FORT?

The only way to do that mission is to become a member of house hlaalu then go to the haalu place in vivic go into the volts and ask the head accountant for the deeds he will sell them for 6k then take them to balmora into the council house talk to the man at the bottom of the stairs then he will tell you to get the building plans from the duke which you have already after killing him.

Take them back to balmora then he will start construction but you have to be promoted a few times before he will start it. It will finally be done when ur the grandmaster and it will be south of balmora on the cliff.

It's a quest for every great house, you get to build your own stronghold. For Redoran, it is built at Bal Isra, for Hlaalu, its built on the Odai Plateau and for Telvanni it is built at Uviriths grave.

How could you buy the land deed for 6k(6000)when I bought it for 574gp. Is it because my merchentile is 100.
