I was trying to complete the second mission from the Fighters guild in vivec, it was to go to Ald Ruhn and talk to Tongue Toad in The Rat in The Pot and convince him to stop talking, I was suppose to kill him but he was a member of the thieves guild so I allowed him to skip town.
However, once I did that I went into the mage's guild to travel back to Vivec, but the transporter would give me any services because I have the mark of Zenithar.
And that I have a quest or something that I have not yet fufilled to him.
I have no idea what this is. People will still talk to me, but I haven't found anyone I can ask about this and they refuse to give me any services, bartering, trading, traveling etc.
Can someone please explain to me how I fix this?

You can recieve the mark of Zenithar by not forfilling an oath. I only know one instance of this and it is when you have to deliver 5 or so shirts to ald ruhn for a lost traveller to the north of Molag Mar.
