Ok when I taunt someone they never actaully attack me I get them to the point where they say "Maybe I'll end yours!" but the never try kill me can someone give me some tips on what I shud do? Thanks for your answers.

Sometimes when they say that they don't attack you. So keep taunting them, and they will eventually attack you. Taunting even works when they have zero disposition towards you, but it may take a little while for it to work (even up to 5 minutes or so).
When taunting someone, you have to succefully taunt the intended target, many times. 5 times I think, but I'm unsure.
I have noticed that four successful taunts is enough to make them attack you, but this can take a long time if your speechcraft is low. They will attack you when it says:
'Maybe I'll end yours!'
'CONTINUE'
And then they attack.
However, have you tried intimidation? The 'returning the redoran helm' task took only three successful intimidations, and the rest of the thieves guild is less upset with you than if you kill him.
I returned the feather-ring of whatsit to the fighters guild in vivec FQ plaza by only intimidation also, and that also took three turns.
